Burnaby OCP Amendments Address Bainbridge, Lochdale Community Plans

The implementation of the new community plans for the Bainbridge and Lochdale neighborhoods in Burnaby’s Official Community Plan (OCP) is one step closer to becoming a reality.
After three rounds of public consultation, the city adopted the community plans last year, which included a vision for the neighborhoods, detailed policy directions, and the designation of Bainbridge and Lochdale as “urban villages” in the OCP.
The goal of the OCP is to transform the neighborhoods into mixed-use areas with a greater variety of housing, commercial services, and community amenities. A report to the planning and development committee is now asking for a bylaw to be forwarded to the city council, which would include several amendments to the OCP to align with the newly adopted community plans.
One of the proposed amendments would identify the parts of Bainbridge and Lochdale that could potentially see new residential developments and which parts would be excluded.
During the consultation phases, residents in the Bainbridge neighborhood voiced their concerns, stating that all properties east of Bainbridge Ave and south of Lougheed Hwy should not be considered for any future land use. The report clarifies that the area east of Bainbridge Ave will remain zoned for single-family homes, but it has been designated as a future planning area where additional housing options may be considered in the future, following a further public consultation.
The amendment would also remove the maximum density restrictions for multi-family housing, allowing for a wider range of housing options. Additionally, the amendment would exclude the area of the Lochdale neighborhood north of Hastings from consideration for petrochemical uses and identify locations within both urban villages that could be turned into future neighborhood parks.
According to the report from planning general manager Ed Kozak, the proposed OCP amendments will help Burnaby meet its anticipated housing needs over the next five years. Kozak has recommended that the amendments be sent to the city council for first reading on February 6th and later to a public hearing on February 28th.
